A lot, if not all, webdesigners hate IE6. This version of Internet Explorer was released in late 2001 but still was one of the larger webbrowsers in 2009. This is w3 school's table for this year, as you can see IE7 will probably go under IE6 in the next months:

If you ask me, a community website is one of the hardest to build.
You can get a broad variety of paid and free forum software, but to get people to post is never easy. You will need to interest them a lot.

Basically, the most import things to do is to fill your forum with relevant content. This is very time consuming but really pays off. It sounds tempting to pay a small amount of money to 'boost' your forums with a few posts and threads. after all 'not having to spend all those hours yourself' will be worth the money.
